General Discussion: unable to install

I am running an Apache2 server on my Ubuntu machine. I navigated to the /install directory to kick off the installation. It just stays on the Permissions Check page, and says "Before you start the installation, you need to change some file permissions: please wait...". Its been sitting like that for half an hour. I have already rebooted, and same problem.

Are any errors being generated on the error console in your browser? What browser version are you running? What version of PHP?
